Powers

The Chief Compulsory Enforcement Officer of the Republic of Armenia has powers prescribed by the law and other legal acts. Particulary, the Chief Compulsory Enforcement Officer of the Republic of Armenia shall: 

  • lead and control the activities of the Compulsory Enforcement Service;
  • ensure the implementation of the requirements of the Law of the Republic of Armenia "On Compulsory Enforcement Service", the Law of the Republic of Armenia "On compulsory enforcement of judicial acts", other laws and legal acts, as well as the execution of orders and instructions of the Minister of Justice of the Republic of Armenia;
  • adopt orders and issue instructions on arranging the activities of the Compulsory Enforcement Service;
  • submit a proposal concerning the structure of the Service to the Minister of Justice of the Republic of Armenia;
  • file a motion with the Minister of Justice of the Republic of Armenia on applying an incentive or disciplinary penalties to the Deputy Chief Compulsory Enforcement Officer;
  • examine complaints brought against compulsory enforcement officers and abolish illegal decisions of compulsory enforcement officers;
  • initiate and conduct official investigations;
  • may, in the period of official investigation, suspend the powers of an officer appointed to position by him or her;
  • provide the logistic support of the Compulsory Enforcement Service;
  • dispose of the deposit account of the Service and means of the fund of the Compulsory Enforcement Service for material incentives and development of the system;
  • establish the procedure and time limits for submission of reports by heads of marz (Yerevan city) divisions;
  • submit recommendations to the Minister of Justice of the Republic on Armenia concerning the improvement of the legislation pertaining to compulsory enforcement of judicial acts. 

The Chief Compulsory Enforcement Officer of the Republic of Armenia shall be responsible for the implementation of the tasks of the Service.
