Yesterday, on the 29th of June, a Memorandum on Mutual Legal Assistance was signed between the heads of enforcement services of Armenia and Karabagh in Stepanakert..
Prior to signing the Memorandum, Samvel Shahramanyan, NKR Chief Compulsory Enforcement Officer, noted in his welcome speech that the Memorandum of Understanding signed between the two Services back on 26 March 2010 — according to which the cooperation programme for 2010-2011 between the two institutions was developed and approved — has imparted a new momentum to and boosted the operation of the Karabaghi institution. As an outcome, an electronic registration system has been introduced and is currently being applied in NKR JACES and a website of the service has been constructed. To that end appropriate technical means have been provided by the JACES of Armenia, while IT specialists developed and installed relevant software. Mutual visits are held with the aim of exchanging experience and expertise, and works are carried out aimed at approximation of legislative framework and practices in the two republics.
Mihran Poghosyan, Chief Compulsory Enforcement Officer of the Republic of Armenia, commended the yearly strengthening cooperation with Karabaghi partner institution. Referring to the signing of the Memorandum on Mutual Legal Assistance between the two institutions, he noted: "The initiative we came up with in March 2010 is quite promising and we already witness certain results. We are glad that the introduction of information technologies has had positive results in the operations of JACES of Ministry of Justice of NKR. Actually, today we pass on to the second stage of cooperation, which, as already mentioned, provide for legal changes. Transfer of proceedings, search of a debtor and his/her property are among the issues that should be addressed in the scope of cooperation, and that is what we enact today".
The fact that the process is carried out in a warm atmosphere is a pledge of success in itself. According to Mihran Poghosyan, there is much to be done and new mechanisms should be found; in his words, the human factor shall be reduced to minimum while the scope of levies be increased.
Mihran Poghosyan also talked about future tasks - coming up with certain recommendations.
After signing of the Memorandum, the Chief Compulsory Enforcement Officer of RA — on behalf of the institution headed by him — presented his Karabaghi counterpart with a souvenir for mutual understanding and support.
On the same day the Armenian delegation visited units of NKR Defence Army, had meetings with officer personnel and privates. Mihran Poghosyan presented the units with computers and household appliances on behalf of the JACES of the Ministry of Justice of RA.
