A delegation of JACES of the RA paid on September 9 a two-day working visit to the Nagorno Karabagh Republic to participate in a festive event dedicated to the Day of the NKR Compulsory Enforcement Officer. Starting from this year, September 10 will — on the state level — be marked in Karabagh as the Day of Compulsory Enforcement Officer.
Marat Musayelyan, head of the Nagorno Karabagh Republic President’s Staff, secretary of the Security Council, Narine Narimanyan, NKR justice minister, Aramayis Avagyan, chairman of the Supreme Court, as well as counterparts from Armenia partook in the solemn meeting held on the same day.
Congratulating the officers of the Service, Samvel Shahramanyan, head of the JACES of the NKR, presented the achievements of the institution. In the recent eight months, an estimated AMD 1 billion 254 million was levied under criminal proceedings: as against the index of the same period of 2010 the increase makes AMD 823 million or 200 per cent, as against that of 2009 the increase makes AMD 957 million or 270 per cent. Samvel Shahramanyan expressed gratitude to the officers of the Service for their conscientious activity and to the counterparts for their significant contribution to the strengthening of the institution. In this context, the support by the JACES of the RA is essential, as it continuously backs the Service. The Chief Compulsory Enforcement Officer of Karabagh assured that they would endeavour to increase the efficiency and quality of the activities.
In her congratulatory speech Narine Narimanyan expressed satisfaction with the Service’s activities. According to the minister, the institute of compulsory enforcement of judicial acts is well-established, and this gives an opportunity to state that the JACES is able to fulfil all the tasks assigned. Narine Narimanyan emphasised the Armenian counterparts’ contribution to the strengthening of the corresponding service in Karabagh. This is evident in the sense of development and enhancement of logistical base, exchange of professional skills, software development and introduction.
A congratulatory speech by Mihran Poghosyan, head of JACES of the RA, was presented at the solemn meeting. The speech runs: "I cordially congratulate you on your professional holiday – the Day of Compulsory Enforcement Officer. You perform a very important and key mission of strengthening the legal system, maintaining lawfulness, protecting rights and legitimate interests of citizens. The successes and achievements of Karabagh are also connected with your conscientious activity, which is guided by principles. I am sure the JACES of the NKR has the necessary potential for performing its functions on an appropriate level. Once again I congratulate you on the Day of Compulsory Enforcement Officer. I wish your families all the success, and I wish you health and new achievements."
By the order of the NKR justice minister, Mihran Poghosyan was awarded with the "Honorary Compulsory Enforcement Officer" medal for the support rendered to the counterparts in Karabagh. A number of officers of the system were awarded special ranks for their conscientious service. By the order of the Chief Compulsory Enforcement Officer of the NKR, a number of officers were awarded souvenirs and acknowledgment certificates for performing their duties and tasks with a high sense of responsibility.
